once per turn means that, if you use your cleave on your turn, either action or bonus action, you cannot use it until the end of your turn. That means that you can use it again on your reaction if your reaction is outside your turn.

Do you think you can get a Cleave attack on both your Attack Action or Bonus Action AND on a Reaction

No. You could get it on a bonus action and a ready attack action though if the latter occurs on someone else's turn. The easiest way to do this I can think of is with Quicken Truestrike, Green Flame Blade or Booming Blade and then ready attack (or another spell cantrip).

You can also cleave on an AOO.
