Note that, in d20 Modern, no weapon has a x3 crit multiplier. So in D&D, you'd want to convert the 19-20/x2 threat range to 20/x3, as befits all axes.

The ToEE PC game had a weapon called the "mighty cleaver" that was a one handed 1d10 weapon with a 19-20 x3 critical. Overpowered much?
