The regeneraton granted from a cleric power would be the amount + Healer's Lore bonus?

Errr... what? Are we reading the same power? Beacon of Hope heals all allies in the Area of Effect an immediate 5 HP (yes, Healer's Lore applies), and it gives all your healing powers (such as Healing Word) a +5 bonus until the end of the encounter. There is no mention anywhere of regeneration, which is something else entirely.

For example, my level 3 Elven cleric with a wisdom of 20 triggers this after a couple of turns of combat, when things are starting to look ugly. Besides the weakening of all the enemies in the burst, all allies within immediately gain 10 HP (5 from power, +5 from Healer's Lore). Later on, the fighter takes a hit, and gets knocked unconscious. I use a healing word on him, healing him his Surge Value + 10 (5 from Beacon effect, 5 from Healer's Lore) + 1d6, bringing him above bloodied again.

FYI: this power has made my DM despair at the amount of healing my cleric can hand out (I'm a cleric of the raven queen, so that's usually 3 surges/encounter); he plays a taclord in a different campaign, and he's been somewhat less succesful in that regard.

No, no and no

Healer's lore never applies to regeneration effects.
 

I think he's talking about Divine Power - Cleric Attack 9 or Holy Wrath Cleric Attack 19

Those are the only two powers that give a cleric regeneration.

Both powers have the healing keyword so Healer's Lore would apply.

HEALER'S LORE
Your study of healing allows you to make the most of your healing prayers. When you grant healing with one of your cleric powers that has the healing keyword, add your Wisdom modifier to the hit points the recipient regains.

Under Regeneration it says it is a special form of healing, which restores a fixed number of hit points each round and does not depend on healing surges.

So yes you would get your Wisdom bonus on top of the regeneration since it is healing, and the powers have the healing keyword.

Why? Regeneration is healing. The powers have the healing keyword, and Healer's Lore applies to healing done by powers that have the healing keyword.

Why wouldn't it apply?

Because it was not the intention and it would make some powers pretty overpowered.

Also, because the official FAQ was updated to reflect this a few days ago:

23. If I use a prayer that gives regeneration (such as divine power), do I add my bonus from Healer’s Lore to the power?

No. The Healer’s Lore feature does not apply to regeneration effects, even if those powers have the Healing keyword.
