Errr... what? Are we reading the same power? Beacon of Hope heals all allies in the Area of Effect an immediate 5 HP (yes, Healer's Lore applies), and it gives all your healing powers (such as Healing Word) a +5 bonus until the end of the encounter. There is no mention anywhere of regeneration, which is something else entirely.
For example, my level 3 Elven cleric with a wisdom of 20 triggers this after a couple of turns of combat, when things are starting to look ugly. Besides the weakening of all the enemies in the burst, all allies within immediately gain 10 HP (5 from power, +5 from Healer's Lore). Later on, the fighter takes a hit, and gets knocked unconscious. I use a healing word on him, healing him his Surge Value + 10 (5 from Beacon effect, 5 from Healer's Lore) + 1d6, bringing him above bloodied again.
FYI: this power has made my DM despair at the amount of healing my cleric can hand out (I'm a cleric of the raven queen, so that's usually 3 surges/encounter); he plays a taclord in a different campaign, and he's been somewhat less succesful in that regard.
