Why spend untold amounts of time and money on clones when you can just use kids who were raised to believe in the Empire for free?... What is twenty or twenty five years between III and IV. Now that is brain washing! In a few short months and years the Sith has brainswash almost all the good children to believe the Academy is the way to go.

Brainwash? Remember, the "Democracy ended with an applause". That means a lot of people agreed with Palpatines decision (otherwise, the whole Empire thing would have failed). There is no need to brainwash people to go to the military - they do it all the time in our world.
As far as we know, most of the planets had their own security guards and armies, so they "just" had to integrate this army into the Imperial Force. The people interested in working for the military were already there.
 


I will make myself believe that the new Stormtroopers are regular humans. Clones of Jango Fett just couldn't suck that much.

Too true, too true. And they were being compared to the Sand People. And they wore dresses. So they must be bad shots. Or something.
