Even if you use the SRD as a reference, the benefit of Combat Expertise does not directly address Fighting Defensively, while other feats with 'Normal' entries do indeed address specific actions. Besides while "A character without the Combat Expertise feat can fight defensively while using the attack or full attack action to take a -4 penalty on attack rolls and gain a +2 dodge bonus to Armor Class. " is true, nothing in the text invalidates the use of Fighting Defensively by a character who possesses the Combat Expertise feat. Additionally, according to the text that describes 'normal' entries for feats, the text of the 'normal' entry has no impact on characters who actually possess the given feat. The normal entry lists restrictions that apply to characters who do not have the feat.
