1) Does he get 4 new skill points (2+Int Mod for new level)?
2) Does he get 7 new skill points (2+Int Mod + 3 for 3 previous levels).
3) Does he get 10 new skill points (2+Int Mod, +2 for levels 2 and 3, + 4 for level 1).
