I see, but what I'm getting at is, what are the pro and cons of dodging versus parrying? All other things being equal, would a character consistently prefer to use one over the other?
See above:
A character uses whichever is better
...from which I'd take to mean the higher number in any given situation.

First, it hasn't been clarified that 'parry' and 'dodge' are abstract terms as defined in the text. Parry doesn't mean only to block and dodge doesn't only mean to jump out of the way.

Monsters have only one Defense Value (DV).


Each class has different bonuses in each. For example:

Barbarian: Higher dodge
Soldier: Higher parry
Thief: sucks at both
Borderer: equal at both

Situational bonuses might be a way to encourage your players to do one over the other.

Anyway, the combat system is tweaked just enough to give you something different to try. Otherwise the book is mostly about HYBORIA and the different types of character races.
It's a hell of a thing.
