Oh that does not work with golems, they have the level requirement AS a requirement for construction, not as a footnote in the DMG. :]

And the first golems that can be made have a nasty habit of going berserk. You can try to regain control of Frankie with a really hard charisma check, though you have to be within range of it charging you. :lol:

Flesh golem
CL 8th; Craft Construct, animate dead, bull’s strength, geas/quest, limited wish, caster must be at least 8th level; Price 20,000 gp; Cost 10,500 gp + 780 XP.

Clay golem
CL 11th; Craft Construct, animate objects, commune, resurrection, caster must be at least 11th level; Price 40,000 gp; Cost 21,500 gp + 1,540 XP.

Stone golem
CL 14th; Craft Construct, antimagic field, geas/quest, slow, symbol of stunning, caster must be at least 14th level; Price 90,000 gp; Cost 50,000 gp + 3,400 XP.

Shield Guardian
CL 15th; Craft Construct, limited wish, discern location, shield, shield other, caster must be at least 15th level; Price 120,000 gp; Cost 65,000 gp + 4,600 XP.

Iron Golem
CL 16th; Craft Construct, cloudkill, geas/quest, limited wish, caster must be at least 16th level; Price 150,000 gp; Cost 80,000 gp + 5,600 XP.

If I'm remembering some discussions on the minmax forums correctly, the really broken thing about effigies is that most of thier costs are based off HD. However the Creature is just a monster with the effigy template applied. So what you do is instead of a lion effigy, you make a Half-dragon, Half Celestial lion effigy. Add extra +LA templates to flavor.

Like any magic item I think this would be up to DM and PC collaboration. The player can use the formulas as he wants but they are just a starting point IMO.

There were a few constructs in the Eberron book that an Artificer could build, I seem to recall them being low level but I'm not sure about the requirements. Dedicated Wright, Expeditious Messenger, Furtive Filcher, and the Iron Defender. They start out small, buy can be upgraded with more hit dice later.

dragon recently had an issue featureing some lower level golems, if you can get a hold of it.

the golems of course arnt that tough but they will be able to hold you over until you get to higher levels requred for better golems

tin golem
cl 5th craft golem fox' cunning , magic mouth, mending caster must be at least 5th level price 6400 cost 3400 + 240 xp

a cr 3 with decent armor and can use weapons, has some magic immunity can talk and use weapons it can even get 6 ranks in any two craft or professions
 



There are guidelines on increased cost and caster level for LARGER golems. I've tried reverse engineering these into SMALLER golems, but with no sucess. I think at low levels one to four tiny iron golems would make great night watchmen. Darkvision, no need to rest, only need to sound an alarm. I wondered if you could make them flying (like a golem version of the gargoyle). Constructed with four legs, they would be great scouts, carry gear. You could even create construct mounts :).

Sounds like enough material for a whole book. I'd delete this post if I had the ambition to write it.
 

I know theres a WotC book out there with some new low-level golems...One was a bird and another looked like it had piledrivers for arms(and I'm not confusing things with Rumble), but I'll be darned if I can find them.
