We're given one bit of crunch:

Augment: Once per encounter, you can augment any attack power that you use. To augment a power, you must expend an encounter attack power that you haven’t used yet during the encounter. If you don’t have any encounter attack powers left, you can’t augment the power. You must choose to augment before you resolve the success of the attack.
When you augment a power, you may apply one of the following effects (chosen when you decide to augment):

  • Increase the damage dealt by the power by an amount equal to the power expended to augment it. (For example, if you expend a 3rd-level power to augment your fireball, add +3 to the damage.)
  • Increase the range of the power by 5.
  • Increase the burst or blast size of the power by 1.
This doesn't really wow me. On the other hand, it does let you use, say, a racial power you might not be using. Or if an encounter power you have isn't applicable in that situation (A fort-attacking spell against a whole lotta brutes).

The article itself offers us nothing in the way of handling the whole "Psionics = Enchantment" stuff.

I'm not sure racial power should be used for that. But then it's untested nevertheless.

Has that been confirmed anywhere. I read several times that echantments were reserved for "other classes". Can we be sure other classes are psionic? Bard could be a candidate, too.

I believe that psionics were specifically mentioned. At least as far as domination "Mind control" powers (which are enchantment), and reading thoughts/telepathy.
 

Wow, at least they managed to appropriately translate the suckitude of the wilder's wild surge/enervation mechanics to 4E. Actually they managed to improve on it:
Now wild surging is a bad choice from the very beginning rather than becoming a bad choice after a couple of levels.

Looking at this, I'm really glad they decided to postpone psionic classes until PHB3. Maybe someone will have a good idea how to properly design them for 4E until then...
