We can always shave ranks here and there to allow all skills. I could see a few ranks in Jump as well.
 

That would work, too. 7 ranks in all 13 of those skills comes out to 91 ranks, so we could go up to 9 ranks on 4 of them. How about Bluff, Diplomacy, Hide, and Move Silently at 9 and the rest at 7 ranks?

Just to be clear, I reckon you're talking the following skills ranks:

Skills #1: Balance 7, Bluff 9, Concentration 7, Diplomacy 9, Disguise 7, Hide 9, Jump 7, Knowledge (nature) 7, Listen 7, Move Silently 9, Sense Motive 7, Spot 7, Tumble 7

Not sure we need the ranks in Balance, Jump or Tumble. I see them as social-tricksters rather than acrobats. I'd rather drop those and give them Perform (something thematic - dance?) for eleven "maxed out" skills.

Skills #2 (all at 9 ranks): Bluff, Concentration, Diplomacy, Disguise, Hide, Knowledge (nature), Listen, Move Silently, Perform (dance), Sense Motive, Spot

As for the feats, I prefer Persuasive over Negotiator - they don't have Intimidate for a start.

Feats: Lightning Reflexes, Persuasive, Weapon Finesse
 

Wait, do you mean you favor Persuasive because it gives them a boost to Intimidate, despite them not having any ranks in?

Negotiator: +2 to Diplomacy, Sense Motive
Persuasive: +2 to Bluff, Intimidate
