Yeah, I think a grapple check with some sort of bonus for the noviere and probably Improved Grab would be reasonable.

The noviere can also envelop a victim by scoring a critical hit with its slam attack and pulling the victim into its space. Victims enveloped in this way are entitled to neither a saving throw nor an attack of opportunity. The noviere makes a grapple check with a +4 circumstance bonus to grapple the victim in such an instance.
 



Add to SA line: water bolt

I'd go with damage reduction 10/cold iron or evil. Of the current celestials, none have 5 HD. Those with 6 HD have 10/cold iron or evil, while those with less HD have no damage reduction at all.

All the other eladrins, except the bralani, have either a magic circle against evil ability or a protective aura ability. I'm wondering whether WOTC forgot to give one to the bralani, or if it was intentional. The celestials in the MM 3.5 are riddled with errors and inconsistencies, as we've seen with the resistances already.

The caster level for spell-likes of other eladrins equals their HD, so caster level 5 sounds right.

Don't forget to add: A noviere’s natural weapons, as well as any weapons it wields, are treated as chaotic-aligned and good-aligned for the purpose of overcoming damage reduction.

Add save DCs for some of the spell-likes: cure light wounds (DC 13), minor image (DC 14), silent image (DC 13), slow (DC 15)

Stealing the format for the spells entry from the firre...

Spells: Novieres in humanoid form can cast divine spells from the cleric list and the Chaos, Good, Plant, and Water domains as Xth-level clerics (save DC = 12 + spell level). The save DCs are Wisdom-based.

It seems that the eladrin that have spells cast at higher levels than their spell-like abilities. (Firre 8/10, ghaele 12/14). Since they seem to be two higher, I suppose the noviere should cast as a 7th level cleric?
 




Suggested skill ranks: Concentration (8), Diplomacy (8), Escape Artist (6), Handle Animal (8), Hide (5), Knowledge (the planes) (8), Listen (8), Move Silently (5), Sense Motive (8), Spot (8), Swim (0)

Suggested Feats: Improved Critical (slam), Power Attack

The description mentioned their great strength and straightforward approach to combat, so these feats seemed to support that well.
