cost of a shield as a weapon

I understand if you have a shield +1 and want it to also be usable as a weapon +1, that you have to pay for them separately. But what about the Masterwork component of each (required prior to enchantment)?

Can a plain masterwork shield be enchanted to a +1 shield and then a +1 weapon without paying an extra 300gp for the masterwork part of the weapon?

From what is in the SRD, I don't think that you have to pay the Masterwork part again:
A shield could be built that also acted as a magic weapon, but the cost of the enhancement bonus on attack rolls would need to be added into the cost of the shield and its enhancement bonus to AC.

As an aside, I'm actually asking this because I want to get an Elvencraft Longbow (from Masters of the Wild). It can work as a bow and a melee weapon but, like a shield, must be done separately.

You must pay for each masterwork component seperately. You can pay up to 900 gold to make the bow fully masterwork (ranged and melee with both ends, since it counts as a double weapon (quarterstaff)).

I've always assumed that a shield intended to be made into a magic weapon must be crafted as a masterwork weapon from the outset, with the 300gp extra.

Note "A shield could be built that..." It doesn't read to me that you can take any shield and make it a magic weapon, but that it's possible to build a shield that can be made into a magic weapon.

So 300 for elvencraft, 300 for MW bow, 600 for MW quarterstaff, 400 for Composite mighty(3).

That's 1600gp and not even magic. Talk about sunder-bait. :\

Of course, I really only need one end of the bow to be masterwork as I don't have TWF. That's going to look pretty funny "Sorry m'lord, the bowyer got a bit lazy towards the bottom part..."
