In the campaign I play in spellcasters almost always get +4 to AC against ranged attacks, from 1/2-cover ("fighting around a corner or tree...") or from "dropping to the floor" (being prone) as a free action after casting.
We enjoy this aspect of the rules, i's not a problem.
P.S. we enjoy ducking and taking cover so much that we require a ranged touch attack for most spells, it makes mageduels infinitly more fun. We have compensated spellcasters for the ranged touch attack.
