Gross. Turns out a worg swordsage 4 (ECL 9) with vow of poverty and a 32-point build is scary (and only CR 6 (7 if you give a +1 for the 32-point point-buy). AC is 29...

... unless he's using it as a secondary natural attack, like in option 1. Then it's still .5x.

Because a worg doesn't advance as class levels. You may, of course, choose to allow otherwise, but I think the guidelines on that are very reasonable. Yes, I realize the RAW on this point are not so strict.
 

Wolves don't either. Yet on WotC, there's a wolf with barbarian? levels. Admittedly it is an awakened wolf, however that doesn't really change how it advances.

There are other examples of creatures that don't normally advance by class levels advancing by class levels too.

In the Improving Monsters Section of the SRD, aside from using non-standard stats, there are 3 ways listed, adding HD, only for creatures that can advance by HD, adding a template to the creature, or adding class levels.

Certainly adding class levels requires the creature to have at least minimal sentience, and worgs do. Aside from that, I don't see anything that restricts adding class levels.
