I like these statements very much:

If he is in a Halfling community:
He might become the lovable travelling tinker, at home with halflings, but prefering the solitude that a nomadic lifestyle gives, and the challenge that tinkering presents.
If he is in a Gnomish community:
He will probably be seen as a useless layabout, always more preoccupied with simpler pursuits of family and mischief rather than concentrating on important matters like mining and design.

Working with broader strokes, when I think of gnomes I think of curiousness and invention, when I think of D&D halflings (not really LotR's Hobbits, more Gypsyish) I think of mischeif and athleticism. Perhaps, we have a gadgetmaster or a demolitionist; one who is eager to take up challenges and travel to the ends of the earth to find them. And I think that leads to one beautiful place:

Are you saying this should be (excuse the pun) tossed as was the +1 to attack kobolds/goblinoids? We came to the decision in the Half-Dwarf thread that one would lose the +1 to hit orcs/goblinoids and would lose the +4 to dodge giants.

This extends to the gnomes as well. I feel the child's focus is split in training to be an adult and doesn't have quite the same body type for the tactics they learn to use (or, you know, whatever reason you want to give really- this is a balance issue). Should we lose the +1 to hit with a thrown weapon? Personally, I say no. With good Dexterity and the halfling prediliction for darts and skipping stones this would rub off. Now the extensive training based off physiology and location for dodging/attacking certain creatures might not. Goblin and kobold hordes aren't always threatening the town and the kids certainly aren't fighting them. And of course everytime gnome Mom tries to enroll junior in Kobold-bashing school halfling Dad keeps saying,

"Son, now what have I told you? IF you meet a goblin in the caves (and you know I don't like you going there), you look like you are going to run at the Goblin, see- show no fear, they can sense it. And then you do a somersault like this and get behind 'em. 'E's wonderin',"Where'd my dinner go?" And then you just hit 'em in the back with anything you got- a stone, a dagger, a potted plant- and you run like hell. AND the next time your gnome friends take you to those darned caves, you little rascal, you use the footpaddin' Yondalla gave ya! Kobold school! Nonsense. . ."

I guess it ends up coming down to what one thinks are the core ideas of the race or what are the most logical connections. Does this mean when the little gnomelings are with their halfling friends they end up skipping rocks and sneaking around exploring the town doing "investigations"? And when they are with their gnome friends they end up trying to, hmmm, make some fancy explosives for a prank or fireworks with some cantrips for a show. I don't know. Anybody have other ideas how to mix and match the racial skills? Or even the ability mods? I'm not yet as mad as a bull in a bonnet, reason with me! Next caller, yer on Gnome-talk. . .
