Custom Magic Item Cost (and races)

Not really sure how to do this or if its even possible really; if I wanted to enchant a weapon with a feat's ability what is a fair price for this?

To be specific, I want to enchant a whip with Improved Trip (I've no desire waste a feat on Combat Expertise in order to get Imp. Trip through leveling).

I know many magic items confer feat abilities while you wear/use them, just not sure how to price it.

Also, does anyone know of any race(s) that have both a Dex and Cha bonus (...besides Drow - in a good aligned campaign and I've also no desire to be another Dri... him.)? Preferably a race with no LA or at most a +1LA so I can use the LA buyoff by lvl 4.

Mighty cleaving gives you only one more attempt to cleave and you must have Cleave to gain the benefit, it's less powerful than great cleave and it costs +1 price bonus.
I'd say at least a +3 price bonus.
 

The 3.5 module Sons of Gruumsh had the final BBEG wielding a maul called the Hammer of Gruumsh. It was a +1 maul that granted Improved Sunder if the wielder didn't already have the feat. It was priced at 8,115 gp, which means that the addition of the Improved Sunder feat was +1 enchantment.

I would think that Improved Trip would be priced exactly the same: both have a feat requirement that you don't have to take if the feat is granted through the weapon.

Now it might be debatable if the Module priced the weapon correctly, but at least that gives you a point of comparison when you start pricing.
 


Check out the Whirling enchantment in Magic Item Compendium - it lets you use Whirlwind Attack twice a day. Gloves of the Balanced Hands in the same book allow you to use Two-Weapon Fighting.

Check the price tags (I'm AFB right now), consider how Whirlwind Attack has more prereqs than TWF, and go from there.
