If he'd just stop with the stupid rhymes, he would have been successful with the hat. If you notice, every time someone from the Realm gets it, they don't say anything, and they get exactly what they want...

Think about it. Everything that Presto pulls out of the hat is from the world they are from. Whenever Presto reaches into the hat, he is reaching into the place where he really wants to go, his home world. The hat is not a magic hat but rather a portal, he just hasn't figured it out yet.

It fits with the style of Dungeon Master. He gives them the way home right away, with the understanding that the kids don't really want to leave. He probably figures that when they truely want to go home, they will figure out Presto's hat.

At least that is the way it looks to me.

That's not quite true, actually. In the Hall of Bones episode, Presto did pull out a fire-breathing dragon sort of thing.
