Technically, 3e already did this.
Yes, but the difference with this suggested system is that the 3e rule was simply a rename, whereas the "player-phrased skill" (which I'd say is almost identical to 13th Age's backgrounds) moves the use of a skill to negotiation between the DM and the player.
I agree with TwoSix, including that this is (as best I can tell) the same as 13th Age.

The move from skill lists to free descriptors is one of the better features of 13th Age, and something that 4e would benefit quite a bit from in my view. It's not as good for those who want to play resource-management and system-mastery based games, though. They probably want to stick to the lists.

Do you get paid to impugn the motives of others? Or is it just a hobby?

How about you accept that different folks can like different things, without having ulterior motives or faulty thought processes? 'Cause the consistent aggressive suggestions that everyone else is wrongity-wrong, with wrong sauce, is gettin' kinda old and tired. It adds nothing of use or value to the conversations, and it annoys people. It slowly moves you into the "generally negative value" column. Is that where you'd like to be?

Is + 11 for "its what I do.. [insert class feature]" too high for 1st? Does this mean you have to have Prof and high stat in you [insert class feature] to be playabale? Definitely reinforces class core feature.

By my count it's max +10 at first level, and only if you are a rogue, and only if you devote one of the four expertise bonuses you get to the task in question.

For the rogue, here is how the proficiencies to open locks and disarm traps works out:

1) Expertise: Choose up to four of your skill or tool proficiencies. You gain a +5 bonus to any ability check you make that involves those proficiencies.
2) Proficiencies: Thieves’ tools +1 bonus at first level
3) Dex Check +4 for 18-19 Dex

So bonus is +5 (expertise), +1 (proficiency bonus in thieves tools, goes up to +2 at level 3) +4 (dexterity bonus) = +10.
 

I like this proficiency system a lot, but I hope they throw out the 'expertise' system I don't think it is needed.

A rogue will have proficiency in lock picking/trap removal so d20+dex mod +2 at first level sounds fine to me,

Why do people keep saying it's +2 at first level?

It sure looks like the proficiency bonus is +1 at first level. And at second level. It does not bump up to +2 until third level.

Yep, now the packet is out +1 at 1st. Not sure where the "+2" started (I RT might have said something) but it was pre- packet and isn't exactly a material difference.
 



And here I was trying to say something nice about Next for a change . . .
I can't XP you at the moment, but rest assured that not all old schoolers and/or fans of Next see you as the enemy. I wish I could have more fruitful and interesting conversations with folks who have different playstyles than mine.
