D&D trivia: Quiz

OK rule-meisters, as penance for a terrible D&D trivia game run at GenCon many many years ago, I thought I'd provide a set of 3.5 D&D trivia. I realize these may not be the clearest of questions, so feel free to ask for clarifications.

The only prize is your pride at winning.

Rules:
  • All the questions are of a form where you are asked to optimize some problem. First poster with the numerically best answer for the question gets credit for that question.
  • Quiz ends on Thursday at 11pm EST.
  • The start of the question lists which rules you are allowed to use. Core is PHB, DMG, and MM. Complete is the 4 complete books. Race are the race books. All rules are 3.5 and include errata.
  • A proper answer includes an explaination.
  • Character level is to be treated as ECL for all questions.
  • When items can be used to answer a question, they must be bought using the standard amount of money for a character of that level. When spells are to be used, they must be spells you can cast.
  • I reserve the final right to accept or reject an answer and clarify rules and questions as needed.
Questions:
  1. [PHB/DMG only] Design a 1st level 32-point character which has as high as possible save for his/her worst save category. So you are trying to maximize the minimum of the reflex, will and fortitude saves. This must be from the character only and may not include spells, items, or the like.
  2. [Core and complete only] Design a character which has as low a caster level as possible while still able to cast a 5th level arcane spell. You may not use items, spells or the like, nor may you take any feats which lower your caster level.
  3. [PHB/DMG only] As question 1 but for a 4th level character.
  4. [Core, Race, and Complete only] What is the lowest level character you can design which can create a +5 keen holy long sword. You may use items and spells but only those you have and can use (bought using the standard money for characters).
  5. [Core] What is the lowest level character you can design which has an AC of 32 or better?
  6. [Any 3.5 legal character using only WoTC books]. What is the most damage you can get a 5th level character to deal out using only a standard action against an opponent who is 40 feet away? You may assume that all rolls are the best possible (so you may assume criticals, max damage, etc.)
  7. [MM] A monster of CR 7 or less attacks the 15th level NPC fighter in the DMG. What is the highest *expected* damage that monster could do? Assume all monsters are the "typical" creatures from the MM. You may not use templates.
  8. [Core, Complete, and Race only] The 20th level NPC wizard from the DMG uses a 5th level arcane spell slot in an attempt to damage an ancient white dragon. What is the highest *expected* damage he can do?

question 1: Elf monk. Put all points into dex +2 racial. Take Lightning Reflexes as first level feat. Worst save could be reflex. So, save would be +5(dexmod) +2(racial) +2(base) +2(feat)= +11

Why would reflex be the worst save? And what is the +2 racial bonus?
 

#1) Halfling Monk with a 16 wis, 18 Dex, 16 Con, All other stats at 8, and the Great Fortitude Feat. REF (2 base + 4 dex + 1 racial =+7) FORT (2 base + 3 con + 2 feat + 1 racial =+8) WILL (2 base + 3 wis + 1 racial =+6), so Max of the Min is +6
 

#3) Halfling Monk/Ranger/Cleric/Bard with a 16 wis, 18 Dex, 16 Con, All other stats at 8 (one at +1, but doesn't matter), and the Great Fortitude and Iron Will Feat. REF (2 monk + 2 bard + 2 ranger + 4 dex + 1 racial =+11) FORT (2 monk +2 cleric + 2 ranger + 3 con + 2 feat + 1 racial =+12) WILL (2 monk + 2 cleric + 2 bard + 3 wis + 2 feat + 1 racial =+12), so Max of the Min is +11

#3 would be better solved with 2 levels in Paladin and some happy Charisma, methinks

#6) Half Orc Barbarian1/Fighter4 with a Str of 20 while raging, using a +7 Str longbow with weapon specialization, firing a +1 bane arrow of flaming burst, Frost Burst, Shocking Burst, Acid Burst. Critical confirmed. (1d8(8)+7 str+3 ench+2 specialization)*3 crit + 2d6(12) sneak +1d6(6) fire + 2d10(20) fire + 2d6(12) bane + 1d6(6) frost + 2d10(20) frost + 1d6(6) acid + 2d10(20) Acid + 1d6(6) elec + 2d10(20) elec = 173. (Ouch)

Where is the racial bonus coming from?
