Yeah, I have to look into the ECLs again. Of course, that's part of the reason I did this, to help smooth out my own inexperience with d20 Modern and d20 Fantasy without risking any money.
Looking at the Robot entry in the d20 Modern SRD, it has "external components" rather than type descriptors. I followed suit with the Terminators.
I'll clarify on the Terminator/HK -- Terminators are not HKs and those rules do not apply, but I forgot to put in generic rules for HKs.
Yes, for dramatic effect, the alternate power source should kick in 1d6 rounds after the Terminator reaches -10 hit points. Then it gets back up.
The energy form is a bit of a misnomer -- it was an attempt to cover the nigh-indestructible nature of the T-1000000, T-100000 and T-1000. I'll rewrite it to work like golems. In essence, there's very little that actually harms them -- cold may slow them, fire scatters them, and that's about it. The rules on the T-100000 are speculation, because the movie isn't out yet (I'm taking some pretty big leaps from the description of the...cough...gag...Terminatrix/T-100000).
