Do you really reduce your current xp total when you level up? It must take your FOREVER to get to level 20! (or do you have a different definition of "spend"?)
I believe that is how Mutants and Masterminds works. It is level based, but also completely point based too. But it's a far cry from your typical D&D game, if that is what you were looking for.
its only level based in that when you have gathered x number of points, you move on to a higher level, and that results in a higher limit on your stats, skills and similar.
so its only level based in a very open interpretation of the word imo...
