I don't understand the concern about racial feats for the races in MM. There are only 3-4 feats per race in the PH anyway. Some of them are totally useless. Skipping the racials or coming up with a few that are on par with those in the PH should be easy.

Just so you know, I think Goblins and Kobolds make better thieves than halflings. Their racial powers make them great thieves.

What about:

+4 Str, +4 Con, -2 Int, -2 wis, -2 cha
Large Size (including reach 2, but not threatening reach)
Malleable Mindset: May retrain up to two options at each level, rather than just one.

That basically covers everything that the half-giant got in 2e (though not always in the same way: I figure the +4 con adequately covers for the bonus hp, and I redirected their potential for mimicry from alignment to something a bit more mechanically useful.
