Darkvision 60-ft entry in monster stat blocks?

I assume that if a monster stat block does not include the text "Darkvision 60-ft", then it does not have it.

Some 3.5 Monster Manual 1 entries (like Formians) do not include Darkvision in the stat block, but they are Outsiders. The Outsider description says that they all have Darkvision 60-ft unless otherwise noted in the monster entry. So Formians are Outsiders that don't have Darkvision?

Then I'm looking in the Manual of the Planes (which granted, is a 3.0 book), and none of the Outsider monsters in it show that they have Darkvision 60-ft. Even the Demons & Devils don't specify that they have Darkvision and pretty much every demon & devil in other books have Darkvision.

So it is a little confusing why some entries specify that it has Darkvision and some don't. Do all Outsiders have darkvision even if it is not stated in the monster stat block? Why would the 3.5 Monster Manual write Darkvision in some Outsider stats but then not others?

As I understand it, they do have darkvision. I think "unless otherwise noted" is mostly legalese for rules-lawyering questions, although I think there may be some templates that change type to outsider without granting darkvision.
 

So for whatever reason, they wrote Darkvision in the Monster Manual 1 entries for demons & devils, but did not write Darkvision in the Formian entries even though they are Outsiders? So Formians do have Darkvision?
