The coins of the cities are made of what appears to be baked clay, brightly colored in intricate patterns by some secret process known only to the Sorcerer-Kings (and perhaps some of their highest templars). They are impossible to forge, and are for all practical purposes indestructible.

Why make them indestructable? Very sturdy ceramics are possible... but let them break when they break. They then lose their value. What's the problem?

Have you, by chance, read Between the Rivers by Harry Turtledove?

The amazon.com blurb is: "When the gods declare war against the city of Gibil, Sharur the merchant's son takes upon himself the task of discovering the reason for their anger. The Gods of ancient Mesopotamia are real in this book, each city-state has its own God, and the worship and TYPE of worship they receive directly affects the power and personality of each God.

Interesting, and it seems like good inspirational material for this campaign writeup.
