The organization is...baroque. may be useful in practice, since it is by theme...but certainly a quirky decision.
Ideally, they would have shadow chapters where they organized it the way they would have normally (I notice the monsters are near the back, for instance) and then laid the card-based chapter structure on top of it.

Maybe it'll turn out to work that way when the book is in hand (virtually).
