Does Defensive Strike allow you to make a -- FULL -- attack with the +4 bonus against someone who doesn't hit you or is it just a single attack? Does this apply to ranged combat?
I was thinking Tumble 15 ranks = +8 dodge bonus (using total def).... Add in Superior expertise and go total defense for one round, then open up on your opponent the next with the +4 bonus... (probably only worth it though if that +4 applies to all my attacks though).

You can turn a strong defense into a powerful offense. This feat is called musubi in Rokugan.
PREREQUISITE: Int 13+, Expertise, Dex 13+, Dodge.
BENEFIT: If an opponent attacks you and misses while you are using the total defense action, you can attack that opponent on your next turn with a +4 bonus on your attack roll. You gain no bonus against an opponent that does not attack you or against an opponent that attacks and does not miss.
