Water can be changed, it can be forced to move about, but magic water it never goes stagnate so I think it’s a weird conclusion.

They did arrest the 'Thornes (see edit), and you can collect the bounty for them at the station (the guards did not have the money on them). As for Lyveria, yes, you do need to tell her to follow you or she will stand there awaiting commands Eventually, she will call out "I await your command, Master" if you don't give her any.
