Yes, I think its perfectly acceptable to treat 2nd level characters (and soon 3rd) as optional. If players want to create all characters at 1st, power to them.

However, that doesn't increase the total number of characters allowed. If you want two 1st level PCs, that means (currently) you can't have a 2nd level character.
 

Correct. The total number of characters you can have is 2. You can start one at 1st level max. and one at 2nd level max. That max should be optional I think.

Lily is a 2nd level character (I started her first). Kho'Tara is my 1st level character.
 



Question for the Judges: How many of y'all have Dungeonscape? My next proposal be worthless if no one else has it. :)

Dungeonscape was WoTC "environment" book for Dungeons (like Frostburn, Cityscape, etc.).

My proposal is to allow the Factotum jack-of-all-trades base class---can emulate/fill any role briefly in a party, but doesn't dominate. I can see them as generalist Morgrave University graduates.
