My instincts say no. It makes very little sense for one thing. Would a sorcerer casting a summoning spell receiving a Cats Grace while summoning suddenly cast his spell faster?

Initiative Check
At the start of a battle, each character makes a single initiative check. An initiative check is a Dexterity check. If two or more characters have the same initiative check result, the characters that are tied act in order of Dexterity (highest first). If there is still a tie, roll dice to break the tie.

Also, as it is a check, the result usually does not change after later modifier for a check.

Then, lstly it is initiative, not speed. As soon as you know whose first, everyone just takes 6 seconds worth of actions in their turns. Raising your dex would actually speed you up if it changed your initiative.
 

It could affect your intiative in three ways, if you're using the official semi-cyclic initiative rules.

1. When you Refocus, your initiative becomes 20 + Initiative modifier, which has increased.

2. When you Delay, you can Delay until initiative count -10 minus your Initiative modifier, which has increased.

3. If more than one person is Delaying, and both wish to act on the same initiative count, the person with the higher Dex modifier goes first, and your Dex modifier has increased.
