Diamond-tipped arrows?

Some sort of magically hardened obsidian would actually be far better. Edges on obsidian can get down into the range of a couple of atoms thick. They still use it in medical operations sometimes for this reason. However like diamonds they shatter quite easily, thus the need for some sort of magical enhancement. Diamonds would be completely useless as weapons without it either and they aren't known for the sharpness of their edges. So I wouldn't give them any special properties for weapons. If magic was used to over come that weakness, they'd make a far better material for shields or armor than a weapon.

How would you do armor-piercing in 3.x? Convert standard ranged attacks into a ranged touch attack?

That would make a mighty cool magic arrow, actually! I think I'll have to create those for my game.

:D Yep, adamant is weapon quality diamond in my book too!
 

Why not give a unique (as in truly unique, only one) monster or other villain DR _/Diamond? I haven't done such a thing myself, but I love the DR rules, they give monsters some cool flavor. If you have a player interested in having diamond tipped arrows, or just want to introduce them to your campaign because they sound cool, why not give them a special role?

I have been tinkering with all sorts of materials for DR, some common and mundane, others more esoteric. I just like the idea of the characters having to do some research or follow the clues as to what can hurt certain mysterious baddies.

Anyway, find a way to fit them into your game. It sounds like a cool idea, and anything that sparks the imagination should be given a chance.

How about selling "super-hard diamond arrows" to the party member with the lowest INT? :)

Hardness, strength, and toughness are three different qualities. Diamonds are hard and strong. What they lack is toughness.
