I think that's also part of the problem, CS.
When you 'have no intention' of approving something, not only is it impossible for people to know that unless you POST that you have no intention of approving it, slow connection notwithstanding, but since Judges are too afraid of sounding impolite to drop the hammer, people (myself included) take that as, "Oh, it's just not ready yet/the judges aren't back at college/Christmas bump!; but all I have to do is balance it, and Living EnWorld will finally have (for example) spaceships, with Astronaut as a new Core class, so that my PC can be the first PC in space!!"
At least, that's the nightmare I've got working. Even just doing a PrC, I had to take a step back and say, 'OK, who is this for? Does the world need clerics with insane weaponsmithing skills?'
I dunno, maybe it's the Christmas spirit working, but people's imaginations are on overdrive, I think. Judges would be doing us a favor if they said, "No, not ever. Don't waste your time" sometimes, especially if they meant it.
