(Star Wars Saga Edition is similar, right?).

Not in the way that matters. Star Wars Saga gives 1/2 level as a bonus on skills but the DCs are flat. So characters actually do get better at everything* as they go up in level.

*Except attacks. Defense adds level, but attacks are based on BAB, and only two classes have full BAB, yet everyone makes attack rolls.

But in fact it's very uncommon to make a full attack more than 2 or 3 rounds unless your are right in the middle of a group of creature and even then remember it's only 12 to 18 seconds because you have more options and the amount of damage you deal or you take can be huge....it was more static in 1st and even 2nd edition.
