Now seriously, I seem to remember a FAQ answer (but I think that was for 3.0) saying that it wasn´t possible to make Time Stop persistent. I don´t quite remember the reasoning.

Why you would want to persistent it though, eludes me. The rest of the party is going to be pissed, and everyone is invulnerable in the time stop's area of effect anyway.
Unless you are trying to do something crazy, like take up resisdence in the lich queen's castle, this isnt very helpful.
