[DM clarification] Scrolls--uses other than rituals

Forgive me if 1) the answer is in the DMG, AV, PHB or whatever...I just can't find it, or 2) this has been brought up before.

A scroll can be created that holds a ritual. Cool, fine. Why can't it hold a power?

Say I want to create a scroll of sleep, based on the wizard daily power. Can I do this? If not, why? You can enchant a wand, for example, to hold sleep...couldn't you cause a scroll to do the same?

Please illuminate me on this matter. Thanks!

Well, to be fair there isn't any reason why a DM couldn't make his own rules for scrolls - though to be balanced they would need to either use a daily item use or a healing surge, much in the same way as do potions/elixirs.

That said, there is nothing in any of the books out so far that allows you to do this.

you would essentially be making a new consumable type of magic item, in this case one that allows a one-time use of sleep.

it may get out of hand if the players want to start creating 'scrolls' that would effectively replace the "strong power" of a given character/class.
 


I checked out AV items and prices and it would appear based on Wands design that an item that can cast a encounter power does so as a daily power. Wands casting AT Wills powers do so as an encounter power.

For something starting out as a Daily power like sleep I did not see a wand based on casting it. The rule seems to be one step down in casting frequency when putting powers into wands.

Scrolls for casting at wills and encounters could be done in this fashion easily. with encounter powers casting as a daily use of a magic item power. I would price them at 4% or 1/25th of the price of an item of equal level. Whetstones and other consumables seem to follow this rule for the most part. At the low end its a bit loose, but a tight fit at the high end.

So for your sleep spell I dont see how it could be done with these guide lines as it is already a daily power and has no where to step up to. One might consider counting as one use toward the daily magic item use limit and charge a surge or two as well to power it.


Scrolls of scorching burst, burning hands, eyebite etc could be lifted from there wands, and rewritten as scroll based consumables.

I see what you're saying, and while I think it could be made into part of the system, it's a shame it's not currently.

No matter. I can work around the issue by going in a different direction than I wanted.
