D&D 5E DM not roleplaying much

I knew it was a good idea to ask this question on the forum. Glad I signed up for it. Thanks for all the answers!

Gonna try to have a serious talk with the DM, to explain that I'm hoping that we can sometimes use roleplay to solve challenges in the game. Maybe we, as players, need to commit ourselves more to the end-goal of the campaign (or at least, to what we're thinking is the end-goal), thereby making it less likely that we derail the campaign with our creative solutions.

So, you all convinced me of what I probably already knew all along: I need to talk to the DM. But the feedback is really helpful, and it made me realize we gotta solve this together (and that's why I want to propose a solution that the players can help in too).

Cheers! I consider my question answered!

So... a couple questions
1: Newish DM? Or a DM that's recently returned to the game?(this was me when I ran HoTDQ, it was pretty blah as I hewed too closely to the 'script'. Rise of Tiamat is going much better)

2: is it the lack of role-playing or the fact(?) that your role playing seems pointless? (Not sure that's a meaningful distinction).

Try talking to the DM. Might just be he's nervous about things he's not prepared for.

If the "DM Talk" doesn't lead to your intended result (More Roleplaying by the DM). You may need to be prepared to take the next step, and be willing to go behind the screen and DM yourself, so that you can lead by example. Maybe give the current DM a chance to spread his roleplaying wings as a PC, so that he'll be more comfortable with that aspect of the game next time he's behind the screen...

First thing to remember is that everybody has different expectations on what roleplaying is. I've had some players that think roleplaying is only about doing different voices, but their charactesr lacked depth and consistent responses. Others that didn't do voices or talked from first person, but the characters had a natural consistency on how their characters act. As a player, you may need find out what the DM's style is and adjust your thinking to that as much as encourage him to include more of what you are looking for.

As a DM, roleplaying isn't my strongest suit. I stronger in overall story and tactical combat. It took a while to find a way to get in character for someone that may only exist for the next 10 minutes. It is something that can only get better with practice.

Another thing that may help is providing examples of what you want. Maybe set up a few weeks of a secondary campaign where one of the stronger roleplayers is the DM that can show what him what kind of experience that could be. Since you are interested in making the RP better, maybe you should consider this to demonstrate what you are looking for.

Hey all,
I'd even be OK if we were clearly discouraged from making such plans

You have been clearly discouraged from doing this. Every time you've tried non-combat plans in the past they've failed/not been allowed. What makes you think the next time will be different?

Anyways, the only way you're going to solve this is via an out of game discussion with the DM.
You need to explain to him what you want in a game. And if he's not able/willing to provide that? Then it's time to rotate DMing duties.
