Its not like it really matters, because if you think about Wotc are trying ways to attract gamers,and they would do anything to please them because as I remember when 3rd edition came out most people were emailing them about the rules because most of them didn't understand the rules that were in the Book for 3rd edition.Even I remember how 2nd edition was when most people were asking" What is Thaco?", for some reason its not like D&D had its mistakes it had many of them, and people had a hard time to understand those rules.Most players always find loop holes In the rules in the system, thats why we have Game Lawyers who think they know everything about D&D ( Yet, sometimes they don't know how to save themselves from a Dragon to a Death Knight).
In D&D games you always will have players who want power, want blance, and others want to go beyond that also DM want something to happen to the players.
