My thoughts exactly. Saltmarsh was way overdone.
Give me a brief overview, my group can fill in the details in game.

There's a couple of pages on Sharn in the ECS, it's the most detailed settlement in the book. You're right that it's very big, the biggest city in the world I believe, very different from the likes of Hommlet. Nonetheless it is intended as the default starting point for Eberron games. Sharn = Manhattan so everyone knows what it's like to a degree.

Hommlet would seem to well fit the Points of Light setting as well.

Pretty much any town pre-3E can do that, no? I mean it has always been "points of light", hasn't it. Evidence? Exhibit A: Wandering Monster Charts.

I vote for Threshold.
