I can see there being a straw that breaks the camel's back, but over a picture of the PC because it doesn't entirely fit the DM's conception of the race? All you have to do is look around and see that there's a great deal of variation (including African-Americans with fairly caucasian features... and let's not even get into the appearance of some people in the comic books) that should let nearly any PC illustration slide. Besides, sometimes people pick illustrations not because they're particularly representative of their PC's facial features, but perhaps their attitude or some other affectation.
Don't look at changing the tones a bit in the chosen pictures as a concession. Especially when you really compare the first example picture you posted here and the first picture of hers you have posted. The first may be explicitly not in color, but the differences between the two are very slight.
As far as her wanting to play the ranger thing even though she steps on the other ranger's toes, I say "So what?". I don't see a problem with players horning in on each others' schticks. It's a good source of cooperation and rivalry all at the same time. I might suggest that a new player joining the campaign might want to come up with a character that would naturally be recruited by the ongoing PCs and so try to fill gaps in their gaming, but I would never require or tell them flat out not to play something that is otherwise generally open to play in my game.
