You imbue a willing creature with a powerful weapon that rivals the power of the deities known as the phoenix beam. Upon finishing the spell, the target feels a harmless burning sensation in its chest. Once per round, as a standard action, at will, the creature can release that energy into a narrow-focus beam that deals 100d10 points of fire damage and 100d10 points of pure destructive damage. Upon a successful ranged attack, the target is entitled to a Reflex save to halve both damages: DC 30 + the creature’s charisma modifier. Up to a 10-foot cube of nonliving matter can be affected, so the phoenix beam can destroy only part of any very large object or structure targeted. It affects even magical matter, energy fields, and force effects that are normally only affected by the disintegrate spell.

A DC 40 epic spell that that grants a ray that deals munchkin-like damage as a spell-like ability ??? :eek:

Except for where the target can't use it - it's got an instantaneous duration ..
You'd have to alter the duration, which'd bump the DC.
Anyways, by my mental math, it's DC50, but that's still low. Are you sure you did the math right?

I am uncertain as to whether or not this can actually be done.
