Do we know anything about feat & power progression?

A feat is a passive bonus, such as extra hit points, more damage with a class ability, weapon focus, etc.

A power is an active use and new function added to your character.

Here is my guess:

Heroic Tier (choose a class)
=====================
1 - 2 At-Will, 1 Encounter, 1 Daily
2 - 1 Utility
3 - 1 Encounter
4 - 1 Bonus Feat
5 - 1 Daily
6 - 1 Utility
7 - 1 Encounter
8 - 1 Bonus Feat
9 - 1 Daily
10 - 1 Encounter

Paragon Tier (choose a path)
======================
11 - Replace your at-will powers with new ones
12 - Bonus Feat
14 - 1 Utility
15 - 1 Daily
16 - 1 Bonus Feat
17 - 1 Utility
18 - 1 Daily
19 - 1 Encounter
20 - 1 Bonus Feat

Epic Tier (choose a destiny)
=====================
21 - Replace your at-will powers with new ones
22 - 1 Utility
23 - 1 Daily
24 - 1 Bonus Feat
25 - 1 Encounter
26 - Replace 2 Utility
27 - Replace 2 Encounter
28 - 1 Bonus Feat
29 - Replace 2 Daily
30 - Quest to fulfill your destiny

Yeah, I figure it caps your # of powers at some point... but how many? Eh. Maybe 4 or 5 dailies and encounters, each, before looking at utility.

For what it's worth, what we 'know'

A 5th wizard has 2 encounter and 2 daily powers.

Wizards get
10 Utility
13 Encounter
15 Daily
16 Utility

Paladins get Encounters at 13 and 27
Warlords and Rogues get Dailies at 9

That's why I feel really good about 1-16 - in particular 21 on I'm fuzzy.

Given the rogue at-wills go from W to 2W at 21st, I suspect that you don't just replace them at 11/21. Now, retrain them whenever? Sure. I actually suspect that as you get higher level cool attack things you shift your lower levels into more specialized roles... like I personally think Fox's Cunning is lousy as your only encounter ability, but as your 5th? Sure.
