Ok that's good to know. In the event we played that they had to be effected by it at least once but it didn't cause any PC deaths or anything so no foul.
That would also make many of the special powers that grant saving throws kinda useless. Or the Dreadnaught special ability.

I have noticed this. It is almost as sad to throw out that single target ability that applies a (save ends) and have them save first shot as it is to miss entirely.

There is a warlock power in Arcane Power (don't recall which the name,) that specifies that the target must take the ongoing damage once before it saves against the effect. IIRC, the power is a triggered immediate interrupt.
