How would you rule Dodge?

It does function and it is NOT overpowered.
I disagree. That makes it better than having your dex 2 points higher as far as AC goes [gets around max dex], and Feats were not supposed to be near the benefit of a higher ability score.

I personally allow a 2nd feat to turn that one target dodge bonus into an all around Insight bonus to AC.

As its stated in the RAW is fine with me. There are a lot more powerful feats out there, besides a lot of people Ive seen forget about their dodge bonus every round....

Fortunately, it's not the same. It is not even near the benefit of a higher ability score. You're forgetting all the other bonuses of a higher Dex or inappropriately neglecting them.

Moreover, who said what feats are supposed to do?

This last part makes it not fine. In fact, it makes it suck for anything other than a prerequisite to Spring Attack. Thus, the houserule.

True, its mostly used as a springboard feat, like Power attack. I try and make sure I get every thing I can out of my feats. I have never thought of changing my dodge bonus on any action though. Would that include an AoO perhaps?

This is not a valid comparison because unlike Dodge power attack is actually very useful on its own. Some (myself included) would argue too useful.

No, because an AoO is not an action.

I rarely see anyone actually use power attack. That doesnt mean that it doesnt happen, Im just saying I rarely see it.

Power attack was made too usefull when Wotc revised power attack in 3.5. The Always one for one trade off of 3.0 could be argured to be springboard level power. But is could also be agrued those feats it springs to are not really that strong for the way the game actually plays. Especially since some DMs don't put out enough cleave fodder, bull rushing gives up attacks and many PCs do not like to sunder treasure.
 

Most people wouldnt choose it even if it was a permanent +1 dodge AC anyway, unless they wanted to get spring attack or had to take it to qualify for a PRC. Most PCs are too feat starved to spend an entire feat on +1 dodge AC.
