Does being raised affect a wizard's spell aquisition?

No, the RAW says "each NEW level." Your wizard has been 9th level before, this is not new. You don't get a bonus for dying, sorry. No other class gets to keep the benefit from a lost level and get it again; why should wizards?

Next a fighter will be asking to keep his bonus feat and then get an additional one when he levels again... :\

Take the example of a Wizard who lost Int permenantly. Would that Wizard then lose the skill ranks he already has?

The point is, spells are physical benefits acquired via study. Once you have them, you have them shy of someone stealing them from you. All of the other benefits of a class are improvement benefits.

If the PC loses a level, do you take away his magical items and his gold and say "You are now only 9th level, so you do not get to keep 10th level wealth and equipment."?

In your game, does he not get to acquire new gold and new magic items when he gains his experience for a SECOND time? Doesn't any other PC who died get to do this as well?

So yes, other classes (in a reasonable campaign) get to keep their 10th level "acquisitions" (such as gold or magic items or even spells acquired) and still acquire new acquisitions when moving back up from 9th to 10th.
