Does Mind Blank protect you from fear?

There are many creatures that cause fear out there, some do it with the fear spell, others with supernatural abilities. Is fear always considered a mind affecting effect or only when it is done via spells or spell like abilities?

Chapter 7 of the 3.5 MM states that "all fear attacks are mind-affecting fear effects."
