Does the Healer's Brooch bonus apply to the 1hp from Battle Standard of Healing?

The Healer's Brooch (AV p.152) says "When you use a power that enables you or an ally to regain hit points, add the brooch’s enhancement bonus to the hit points gained."

The Battle Standard of Healing (AV p.180) has an Encounter power that creates a zone, in which "...Whenever you or an ally spends a healing surge while in the zone, you and all allies in the zone regain 1 hit point. ..."

Does the Healer's Brooch's enhancement bonus apply to the 1 hit point regained from the Battle Standard of Healing?

For example, if I'm a Warlord wearing a +2 Healer's Brooch, I plant a Battle Standard of Healing, and I use Stand the Fallen (with say, 5 allies within range of the Standard and Stand the Fallen, each capable of spending 1 healing surge).

Each ally heals: [their surge value] + 2 (Brooch) + (1 hp (Battle Standard) + 2 (Brooch)) * 4 (number of other allies spending surges) = [surge value] + 14 hp per ally, and + 12 hp for me.

I asked Customer Service and they said there's no official answer but they think I'm right. I also posted a thread on the official D&D forums, and there were mixed opinions. How would you guys rule it?

The brooch applies, but it will not apply twice, as bonuses do not stack with themselves. At least, that's how I'd rule it. The bonus is so small though, that I don't see any balance issues with letting it double. You're still not coming close to the expected damage from your opponents.
 

Yeah, the brooch doesn't apply a second time. There was a post on this exact thing but I can't search for it since that function is only available to community supporters. So if one o' them folks can search for this, they can link it. There was a good discussion there.
