Draegloth: 2 smaller arms?

From Drow of the Underdark

This massive, vaguely humanoid creature has the black skin of a drow and a mane of yellow-white hair. Its powerfully muscled body sprouts two pairs of arms: One set ends in powerful claws, while the
other has slender hands equipped with delicate fi ngers. It has a bestial face with an elongated, toothy muzzle.

Should Draegloth's 2 smaller arms be usable for something game-mechanic wise? I know it has only two Claw attacks and thus the smaller arms are not strong enough to be usable as natural weapons. But how about other uses?

I guess smaller arms are enough for holding some tools (such as wands) and for taking somatic component of spells.

How about using weapons, holding shield and such?

I'll not allow those small arms use shields or weapons. But they can use those for wands an somatic components. I read the war of the spider queen and there is one of these creatures featured. Don't remember him using his small arms.
