Dragon 376 - Adventurers of the Realms: Tarmalune and the Windrise Ports

I was poking around the WoTC today and found today's article, which for some reason has not been posted to the main page (and wanted to post more than "It's Up"). Its a six-page article about areas of Returned Abeir; its seems to follow the gazateer format of the FRPG and includes the area's FR Regional Benefits (there are two, one for Tarmalune and the other for the more generalized Windrise Ports), several PHB2 backgrounds, and a page of feats tied to these regions (I do like some of the feats, especially the first one, Darren Gambler):

Wait a second, where did all the eladrin come from? According to the FRCS, "fey such as elves and eladrin are rare curiosities introduced only in the last century."

-Edit: Okay, Tarmalune at least notes the nonhumans as having settled in the last few decades, which makes sense - presumably these eladrin have emigrated from what's left of Evermeet. Though it is awfully quick for them to be influencing architectural trends.

The easy answer is that you have to put the PHB races somewhere, but I'm not seeing how this article contradicts the FRCS, as it only mentions eladrin in relation to a single neighborhood in Tarmalune (Dawnside Ward) and as being present in Imdolphyn. If they're clustered in small areas, then I can quite easily see how they would be influencing local architectural trends after only a few decades.

On another note, I see that feat-based system used for the Eberron dragonmarks has been adapted for other uses in this article. Two of the feats featured in this article allow you to master a single ritual (Firequench Aspirant and Arcane Mark, Imdolphyn Dockhaunt and Make Whole) and cast it without a ritual book or the Ritual Caster feat. Unlike Eberron's dragonmarked feats, it looks like you don't have to learn the ritual through other means.

EDIT: I logged out of the DDI website and then deleted all my cookies and cache files. It worked and I now have full access.
