Only thing to complain: although 3, 13, 23 seems logical, actually you replace your 1st level encounter at 13, not your third level one...

Actually, at 13th level you get to pick an encounter power to swap out, it doesn't have to be the 1st level one (though it frequently will be as its likely the least powerful). This particular theme though basically lets you keep most of your encounter powers by simply making them a little more powerful as you go up in level.

Yeah, and I know that... i think it is a design problem in general... it is counterintuitive...

another problem is, that after all swaps, not a lot is left from your class... on some levels, you may be best served with 3 theme encounter powers... actually thos should scale like this:

3 - 17
and
7 - 23

which at least leaves your 1 - 13 - 27 spots for your actual class powers...

Cool and fair enough. I suppose it would have been just as easy to make it 1/13/23 etc. That being said, I guess the reason I liked the powers here is that it basically allows you to keep all of your encounters should you want to do so. This is still perhaps a big if since I'm not necessarily convinced that there won't be better options at 13th and 23rd frex, but its nice to know that there is at least the potential that you might not have to "give up" a choice made earlier.

I also hear what you mean with the counter-intuitive part. I guess I still like it the way it is because I would still prefer the choice to dump a higher level power if I felt the first level power were a better choice. In fact, I would actually like to see the ability to dump PP/ED powers as sometimes the powers in the path or destiny are sub par -- admittedly though I have not done the work to determine if this would make some paths overpowered or not.
 

I DO like those upgradable powers... the base system here is just flawed, since you get a PP and ED power at 11 and 21 instead of one of your class, so the base system is counter intuitive.

To see a great use of upgradable powers, look at the sentinel druid or even better the cavalier dailies. This is how I would like all my powers.
 

I noticed the map was similar to the one from the Conquests of Nerath strategy board game. So, is that going to be the canon map for the PoL setting?

Yeah, they've been using it in the other Nerathi Legends articles. It seems canon, at least for that region of the PoL.

I actually like that they are not filling in things with too much detail, just enough to spark some ideas and the DM can fill in the rest...

Yes -- two continents, not touching, but close enough to each other that ships can easily sail across that sea.

This brings up the question: what is the rest of the PoL world shaped like? Spherical?

If a superbly-well-supplied ship were to sail due south from the Duchy of Solandir and sail around one of those continents, would it be like sailing around the Cape? (Horn, or Good Hope: take your pick)
How many thousands of nautical miles would they have to travel across open ocean to get to the other side?
(Not many, because that would be boring?)

How many leagues to Byzantium? To Xanadu? To lost Cimmeria? To Tir na Nog? To the Summer Lands, whence came the Children of Don?

Perhaps this give us design space for yet another character Theme Background:
"Long Wanderers" -- you were born so far away from this land that your place of birth not only does not appear on any maps, but the people around here have never even heard its name before. They think you made it up, and are suspicious of you because of your imputed dishonesty regarding your origin.
