Dragon breath DC

Does anyone know exactly what determines the DC of a dragon's breath weapon? It's clearly not 10 + 1/2 dragon's HD + ability modifier, it's not 10+ base attack bonus... I'm stumped.

It usually progresses by 2 points per age category, but sometimes makes a 3 point jump.

10 + 1/2 HD + Con mod. The fear save DC is 10 + 1/2 HD + Cha mod.

So it is. They put the formula for the fear DC in the generic description, you think they could've put the formula for the breath weapon DC in there too.
