I voted marsupials, because, think about it, it explains perfectly the facts in evidence and is totally practical.

The boobs are not, in fact boobs, but dual pouches. Great for storing your two-inch newborns, and general handy pouches the rest of the time. If you, as a player, want your female dragonborn to have boobs, just have your character carry her lunch in her pouches. If you don't care to have dragonboobs on your character, leave them empty.

It's a fantasy game. If they are egg-laying reptiles, avians or dinosauroids they don't need any breasts from the strict biological POV, but fantasy worlds tend to have other forces in addition to biology. So if you want, whatever/whoever has created/modified them (dragon, mage, god, whatever) has decided to add breasts to their females for whatever reason.

I'm going to play them as quasi-reptilian egg-layers with no breasts and with other forms of sexual dimorphism (males singing better than females like in most songbirds?), or maybe no sexual dimorphism at all (not all animals have it). I think that makes them unique in the typical humanoid-heavy D&D world, and I also like some biology and evolution in my fantasy world. But in your game you could easily add breasts - whatever floats your boat.

If it's any consolation, I think "Mustrum Ridcully Boobs" would be a very poor name for a band.
